The National meeting was held in Honduras "My present, looking to the future", under the collaboration of the Initiative Weaving Childhood Networks in Latin America and the Caribbean and the Coordinator of Private Institutions for Girls, Boys, Adolescents, Youth and their Rights (COIPRODEN), with financial support from the European Union. The transmission occurred through the platforms of Ollin Tv. During the National meeting, two thematic axes were reflected on: digital citizenship-education and displacement-migration.
The welcoming remarks were given by Wilmer Vásquez. Executive Director of COIPRODEN who held the meeting in favor of the defense of the rights of girls, boys and adolescents in Latin America. "With these actions we seek to impact governments for the definition and improvement of public budgets, to favor the active and purposeful participation of girls, boys, adolescents and young people to listen to their proposals regarding their rights", mentioned.
Additionally, Wilmer Vásquez said that in Honduras there is an urgency to place on the agenda two issues of greatest concern that impact the lives of young people, education and migration, since the nation is going through a deep economic, political and economic crisis. that favors social exclusion, placing Honduras as the most unequal country in Latin America, therefore, it calls for action from citizen responsibility.
In the first panel the topic “Digital citizenship-education” was addressed. Eugenio Sosa, specialist in Community Law, said that the term "citizenship" is an element linked to rights, in addition to the fact that citizenship is not the same for women, migrants, the community of sexual and racial diversity. “There are factors that limit the construction of citizenship such as processes of poverty, inequality and social exclusion, violence, insecurity and human rights violations, which encourage the absence of democratic spaces. We are experiencing a crisis of construction of citizenship ”, He said.
For his part, Armando Euceda, Doctor in Physics, said that technological illiteracy limits us to not knowing what to do with the information, even if we have access to it. The right of access to online knowledge is a right that is hitting all young people in the world by not recognizing the treasure of knowledge that emerges in the classroom.
Elías Villalta, conducted an analysis of what the educational system in Honduras offers, pointed out that there is little concern about the situation of youth in relation to education and youth citizenship. "How are we going to talk about digital citizenship in a context that violates rights, romanticizing precarious conditions? How are we going to build digital citizenship if we can barely acquire a mid-range cell phone? Virtuality does not cancel the necessary conditions of dignity to live. The issue of education has been approached from a political and not a pedagogical point of view ”, he pointed.
During the second panel of the national meeting "My present, looking to the future", the issue of displacement and migration was addressed. Rolando Sierra, Master in Social Sciences and Development. He also pointed out that migration processes have been changing, initially they were only for men, now women, girls, boys, adolescents and entire families are added. “Since 2014 there has been an increase in the returned population. Among the main causes of migration are insecurity and violence ”, he pointed out.
Sally Valladares, Master in Law, spoke of the responsibility of the state and of the institutions that are accompanying displaced people to allow them to live in dignity, in order to reduce the serious effects on children and adolescents involved in migration processes. “43% of displaced persons are girls, boys and adolescents, and of that total 55 % are women, it is recorded that 83% of displaced children have left school, the displacement also reaches the teaching team, without response to their security needs ”, warned.
The contribution of Heydy Rodríguez, an expert in social work, was that people migrate, flee from a context of violence, are forced to leave their territories, due to the need to have a space to live safely. He also mentioned that civil society organizations have provided support and accompaniment, without forgetting that government institutions should be in charge of providing security. He concluded by saying that the number of unaccompanied minors has increased, given the latent risk of being caught by criminal groups.
In conclusion, Josué Valladares, a Law graduate, recalled that in Honduras the lists of poverty, misery and impunity are at the top; This situation should undoubtedly be a call to the authorities to put the needs of vulnerable groups on the public agenda at the center of their agendas, with the hope of overcoming the challenges that the migration and violence crisis entails.
